RAMP vs CPT-onomies

I am have difficulty migrating some my cpt-onomies from Dev to QA. I have Category, Service and Posts. Posts and Category attach to Service. When moving a Category I get a term error that it doesn’t include in the batch. When the Services are detached the Category migrates just fine and the services migrate fine on their own. This is for specific categories that this is occurring, other categories setup similarly, migrate just fine. I am assuming that tags are stored as terms, are you aware of an breaks in association with terms to from a parent to a child?
