Quotation Marks in Title using Live Writer

    When I publish a post that has been created using Windows Live Writer to my WordPress self-hosted blog with quotation marks in the title, WordPress 2.7 interprets the quotes as ldquo; and rdquo;. However, if I publish the exact same post to a WordPress.com hosted blog, this issue does not appear. What could be causing the difference?
