Question about creating templates

    My question is whether or not you can edit the default template (create new style sheets and grafix) and then submit it to the themes galleries? Is this violating the TOS?

    What TOS?

    The themes that ship with WordPress are released under the GPL, and if you follow the guidelines as laid out in the GPL when making modified versions public, you risk no, um, violation.
