Query won't work

I have my website set up as a static page and a post page. I’m trying to get the static page to show one category of posts(working fine) and my posts page to show another. However, no matter what I do to the posts page, it shows every single post with no regard to category. I’ve tried query after query but it still shows all the posts.

Is what I’m trying to do possible?

Is my theme preventing me from doing this somehow?
