Purchasing Custom CSS and URL-Domain Mapping Upgrades

I have a self-host WP blog and would like to upgrade to the newest version, as well as purchase the Custom CSS and URL-Domain Mapping enhancements. Is this possible, or do these upgrades only apply to WP-hosted blogs? If possible, where do you go to purchase these upgrades? There is no “Upgrade” tab on my management dashboard.
