Publish Bar Not Working

I have tried all deactivating all my plugins, reseting the mysql database user permissions, and anything else I can think of for trying to get my Publish Bar on the Post page to work. All I get is the page to scroll down a bit. I did have the All-In-One Event Calendar as a plugin (but it messed with my whole site so I took it down and deleted it) it had, however, rewritten some of my admin user roles, so I reset those as well to gain access to my site. What else is there to do?? I need to change the time stamp on my posts.
