Project/job post

Hello,
I am looking got a plug-in for a client. He would like be to build a website that people can login to site either as a project poster or a project reviewer. The posters can fill in a form with project/job description.

The review can browse posted projects and respond to the poster.

He does not want to enter the projects…he want the website viewers to enter this data. and he just be the go between.

Does anyone know of such a plugin. I get plenty of job boards, but an admin has to fill out all the info.
