problem with anchor links

    from website A I want to link to a paragraph/line on website B

    I’m adding this anchor link to my html on website B:
    <div id=”Linguistic”>Beyond Linguistics</div>

    On website A I insert the following URL in the link box:
    http://www.philosophyinmotion.net/?page_id=69# Linguistic

    and nada, this links me to the top of the page just fine, but not to the paragraph halfway down.
    I am using a Weaver Theme
