I don’t believe you can install the French version on the English version. You either have one or the other installed.
I installed the French version into its own directory on my site. However I am not seeing anything show up in French. (Not the posts, they are in English. But the interface words are not French as I’d hoped.)
I checked the wp-config.php file and it has the correct (I believe) code:
define (‘WPLANG’, ‘fr_FR.mo’)
And the languages folder is there, inside the wp-content directory, with the files fr_FR.mo and fr_FR.po inside it.
Any clues as to what’s wrong?

PS. I also installed the files that the developer of the theme I’m using, Elegant Grunge, recommended into the theme folder.
I was able to solve the problem with the help of Arnaud Ball. I downloaded the latest WP from http://www.wordpress-fr.net/ . I then also placed the fr_FR.mo and fr_FR.po files directly into the Elegant Grunge theme folder.
Finally, it worked, thanks to Arnaud. Merci!
