No matter how I tried to modify the time and date in the Options-General, it doesn't work in the main blog page. Please help!

That is always confusing to me but that date and time formatting in Options doesn't control a darn thing from what I can tell.
If you want to change the way date and time is displayed you will likely need to change your theme's index.php file. Typically themes use the template tag, the_time() , or the_date().
