Priveleges for editing the permalink (1 post)

In my blog, I would like users to be able to edit the permalinks of post. This is important because WordPress automatically saves Post Title as 'post-title', whereas I need users to change it to 'posttitle' or perhaps something completely different. As an administrator, it works flawlessly for me. But for other users, it fails to save their edits. I have tried giving them the exact same capabilities as an administrator (for testing purposes), but it makes no difference. The only way to edit the slug is if you are an actual administrator (user level 10). Does anyone know how to alter this? I would prefer not to have anyone else as administrators.

p.s. I've read a lot of articles suggesting a link between permalinks and the .htaccess file. Is this relevant for my problem?

    Cheers

    Peter
