   I'm sorry, but I don't understand what you are asking? Are you wanting to know how he build his navigation? Did this image get inserted in your post... I'm a bit confused.

   Can you provide a link to your site instead of giving us an image and can you tell us what should/shouldn't be there?

   that's .css code called anchor pseudo-classes hover.

   code i.e. #link a:hover{ background:#656565, color:#ccc,)
