I can post via Flickr but not through the dashboard, nor can I edit or quickedit posts. It seems to simply time out. I've unplugged the plugins, and it still times out. Hosting issue?

Possible. Contact your web host, check their help forums (if they have them), or check the server status in cPanel (if your hosting comes with this).
