Post with image upload to be moderate first (1 post)

    Hi,
    I would like to let the users submit a post with images and the site admin can check and publish them , now I can not do it with WP roles , the user should be an Author to be able to upload and in this case he/she can publish as well, in lower permitted roles the user cannot upload an image.

    please advise.
