I have a blog running WP but hosted on my on stuff.
Why don't I have access to this "Possibly Related Posts" feature? I understand it's on by default, but I don't have it. I understand that you can turn it off under Design->Extras, but for me, there is no "Extras" under Design. I have searched far and wide for the php command to get this stuff to show up, so that I can just add it in myself. How do I get this feature to show up?!

Sounds like there might be some confusion between WordPress.COM features and your own self-hosted WordPress.org software...
That's not built-in to the WP.org package.
However, there are quite a few plugins that offer the same or similar features, just have a search over at the "Extend" area.

Gotcha. I guess I just assumed they would have the same features.
