Port my test blog to make a live blog

I read the port section of the codex, however, I would like to paraphrase to make sure this is correct.

One server to another.
1) make copy and move database and change name to live name
2) make copy and move wordpress files and change name to live name
3) update wp-config
4) update wp-options table for the correct url and home.
