   New to WP - How does one get the plugins Subpanel
   My panel reads - Appearance - Users - Tools - Setting
   Not Appearance - Plugins - Users - Tools - Setting
   like the screen shot here

   Is this a free addon or paid add on?

   I have searched data base but can not find a solution to this

   if you are at wordpress.com you won't have a plugin panel
