Plugins not showing in the Sidebar

I have googled and tried to find this in WP but no luck. I had the basic package hosted by wordpress to start with, and noticed that in the WP site I had someone else set up that there was a plugin Image link here: http://imgur.com/a/nvtZO. I was told that this was because I was hosting it on WP so I transferred to Laughing squid. However, the plugins are still not showing.

Does this have something to do with me not doing anything with my domain name? Do I have to transfer or modify that somehow?
