    The entered URL is http://www.my-site.com/wp-admin/post.php
"Also affect children" checkbox is selected
    Selective Plugin Loading is enabled
    Admin Areas is enabled
    Fuzzy URL Matching is enabled
    Ignore URL Arguments is disabled

    Testing page is:
    http://www.my-site.com/wp-admin/post.php?post=22824&action=edit

I have one plugin checked to be disabled which adds a stylesheet to admin pages. It is still showing up.

I needed to have Ignore URL Arguments enabled.

This is a bit confusing because if a URL can affect its children, its query string should be dropped for comparison, but it's not.

Also, when Ignore URL Arguments is disabled, the query vars are not checked individually, they are only checked as a string, exactly as they appear in the request. So, currently, http://www.my-site.com/wp-admin/post.php?action=edit (to filter all posts being edited) would never work, since the WP address never appears that way.

Yes you are correct. The URL is matched exactly how it appears in your address bar.
