   My plugins manager isn't loading. Occasionally the edit plugins window will open and show that Akismet and Hello Dolly are inactive.

   I've changed the plugins.php plugins-install.php & plugins-editor.php to 755, 644, 777 but nothing has worked.

   I have also tried upgrading to 2.7.1 and reloading 2.7.

   Well I solved my own problem. I changed my hosting php configuration from php4 to php5. It broke some of the features of my theme but then I changed some of the permissions to get it back to what it should be. I hope this helps someone.
