Plugins don’t appear

I’ve been working on a new site and I can’t get any of my plugins to install properly. I started out on a 2.5 installation and upgraded to 2.6 hoping that might fix the problem. I’ve deleted and reloaded all of the plugins and they still don’t appear on my plugins list. The only thing that shows up is askimet since it was part of the installation. Any ideas?
