Ok, let me get this straight….. you activate a plugin, and it says “Plugin Activated”.,….. and yet you can’t get it to activate?
I’m confused…. how do you know it’s not activating, when it clearly says it is activated?
And what plugins are we talkin about?
Have you followed the directions for installation for the plugins? Sometimes they require you to edit the proper template file to put the hook in the right place.

As TechGnome suggested, make sure you read the “readme.txt” and follow the instructions carefully–it’s very detailed.
I know some of Lester’s plugins don’t present the option to Activate the plugin.
Okay – let me trey again:
I re-installed WP152 this morning(again).
Immediately I see 3 available plugins:
Hello Dolly ………… Activate
Markdown ………… Activate
Textile1 ………… Activate
This is normal, I think.
Then I do:
Hello Dolly ………… <click>
Markdown ………… Activate
Textile1 ………… Activate
And I see:
<new little box>Plugin activate!!</new little box>
Hello Dolly ………… Activate
Markdown ………… Activate
Textile1 ………… Activate
Should Hello Dolly not show:?
Hello Dolly ………… Deactivate
Markdown ………… Activate
Textile1 ………… Activate
Then I add wp-polls, after having read the non-rocket-science readme.txt, and after having clarified everything with the plugin author, and lo and behold – it behaves exactly the same.
Which is why I believe (my) WP152 does not activate it plugins.
Also: Can anyone perhaps explain the rationale behind active_plugins in the wp_options table? How does it work, what does the different bits of the value mean?
I have the same problem. I just upgraded to WP2.0 and I followed the upgrade instructions to the letter.
I deactivated all of the plugins before upgrading and now I find when I go to the plugins tab in the upgraded admin panel, any plugins I do have installed are “Activated”. When I click on the ‘Activate’ link they remain “Activated”. Either way, the plugins don’t work. It’s driving me around the bend. Can anyone help?
OK… replace the code in your /wp-admin/plugins.php file with the following:
