plugin.php won't load (5 posts)

I started having this problem yesterday. First, the dashboard would not load at all. When I went to the login page, it had a connection reset error.

I eventually got the dashboard back up and running by renaming the plugins folder, but when I added it back, even empty, I could log in to the admin panel and access everything but I continue to get the connection error messages whenever I try to access the plugins page (plugin.php).

All of my plugins are deactivated now, and I can't reactivate any of them.

I tried upgrading, then downgrading WordPress, no solution.

    Any more ideas?

How, exactly, did you carry out the downgrade?

Same way as an upgrade. Replace all the system files, run wp-admin/upgrade.php.

Er... no. You have to restore a pre-upgrade database backup first.

    Okay, I tried this:

I did a clean install of WordPress, new database and all. When I went into it and clicked on "Plugins" I got the exact same error message. What's going on with this?
