   I'd like to change the permissions on the above file as the plugin asks me to do, but I do not know where to look for the file! I found index.php, and of course there are the wp_content folders and I've looked everywhere... can someone point me in the right direction?

   Ftp to your site and you'll find it. Sometimes shared hosting uses a "virtual directory" so you don't see the /home/content/98 bit. You're probably looking for the directory where your site lives, index.php and wp-comments-post.php live there. Probably.
