[Plugin: WP JS] Using this plugin

How could I use the plugin for this js file?

echo "<script src='".get_bloginfo('url')."/wp-content/plugins/re/starrater/jquery.js'></script>";

I’m not sure how to include the wp js function into the code above. Thanks in advance
