   We are using a flat rate. Every widget costs $6 to ship no matter where in the US. We've removed the shipping calculator from the shopping_cart.php file as it is not needed.

   When a customer wants to ship to a different location, the checkout automatically fills the shipping state field with the same state as the billing address.

   How can we make it so the customer is able to select a different state for shipping?

   Still looking for a fix and I've seen other people on GetShopped.org hunting.

   How can we disable WP e-commerce from entering a ship-to State when using a flat rate?
