Is this even possible? Instead of checking out I want it to send an email with the cart contents to the administrator or to whatever email I specify..

Hi sarahfrantz, you could create a new payment gateway option to do this or try using the Test Gateway option; which is similiar to mail order/cheque payments.

Building a new gateway would be considered custom development, chat to a WP Pro from the Consultants list.
