To correct this issue, move the .htaccess file from wp-content/plugins/wp-dbmanager to /home/content/63/7572563/html/call/wp-content/backup-db
I have moved the file and still get the same errors?
Any idea how to resolve this?

Make sure to change the filename from "htaccess.php" (if it is) to ".htaccess" in your FTP program. Not sure why it's a PHP file to begin with, but that should fix it.
