I have set up a shop with shotcodes like this [wp_cart:Søndre Sandøy hard:price:419:shipping:0.001:end] and Base Shipping Cost set to 99. WP Shopping Cart adds the shipping cost in its cart as documented, but the shipping cost is not transfered to PayPal, only the product prises.

I'm having this problem as well. did you ever find a solution?
Please update to version 3.2.3 and it should be fixed.
With version 3.2.3 of the plugin it works again.

I'm having this same problem with version 3.2.3. In fact shipping cost is not showing up at all anywhere? Any solutions yet?
I updated to version v3.2.3 before I activated and used the plugin.
I still cannot get the shipping to be passed to PayPal. It shows in the cart, and the calculations work just great there for additional products, but NOTHING but the price goes to PayPal.
In PayPal, I deactivated the PayPal shipping calculator. In the plugin, I made sure that "Use PayPal Profile Based Shipping" is NOT checked.
This is beyond annoying.
Have the same problem and hope there'll be a fix soon; on the website I left a couple of comment but no one answered..
Okay. Given the absence of solutions/responses over the months, I conclude that the folks who created and maintain WordPress Simple Paypal Shopping Cart do not care at all about their users.
I have moved on to trying other eCommerce plugins. Mostly they are as crappy as this one, although WooCommerce looks promising even if what they call documentation is not documentation at all, merely a bare bones reference manual that describe parts os the interface and not how to do anything, and even though product categories are coming up empty even when there are products in that category. And if you care about being able to charge by weight with several weight tiers (a la PayPal) or applying quantity discounts, don't spend $89 on Cart66.

I'm also having this same problem with my website! http://www.ingetagliareni.com/ I've set shipping costs both through the WordPress plugin and within my paypal account, but for some reason it doesn't come through with the shopping cart. It does, however, add shipping when I click "Buy it now." Maybe this could be a fix if you're willing to sell only 1 item per order...
