[Plugin: WordPress Access Control] how to make a page public when whole blog is set to members only

Is there a way to exclude certain pages from being members only when the whole blog is set to members only?
(setting to non-members only for that page doesn’t work)On my network I have a blog entirely set to members only, but I’m trying to set up a registration page which needs to be visible to non members.
I have tried turning off members only on the whole blog and setting all pages to members only, but then the index page header and sidebars become visible to non-members and I can’t have that. Thanks for ideas!!
