Wants directory and chmod operation after install (2 posts)

I have lots of plugins. Few don't completely install automatic. This is - to me - e.g. if the install procedure does't run completely or if after the install a plugin want me to do things like creating directories or chmods. It messages a fatal error. Such plugins need this after-care by every update. And this consumes to much time if I start this with several plugins.
Good: the plugin says what it needed.
Bad: it should solve it, if it knows what's to do. (But I assume, there is a conflict with the rights management from wordpress or the operating system).

These changes allow W3TC to do the configuration automatically and should be reverted (per install instructions), once the installation is complete.
