My site displays the 10 most recent blog posts in full to a news page that is not the home page.
Is it possible to specify a page other than those shown in the purge policy so that when a new post is added to the news page its cache is automatically purged?

I think I need a similar solution as my magazine homepage is not getting updated whenever I submit or edit a post (I'm using Varnish). I think W3TC is not purging the homepage when users have used the WordPress option to display a static page.

Custom taxonomies automatically appear amongst the rest of the options, (so use them).

If I understand your answer correctly, I don't think that's the case, as my magazine homepage isn't appearing as an option.
Ok, consider making that change to your theme.

Hmm had a go, but unfortunately it doesn't seem like custom taxonomies work for pages

Maybe add support for page templates to your theme in addition to custom taxonomies? That would probably work for most people
