   How do you turn on, setup and configure fragment caching method in .09

   Also

   1. Where do you enter plugins to be excluded?

   2. What is the syntax for the paths?

   wp-content/plugins/plugin-x/filename.php
   /wp-content/plugins/plugin-x/filename.php
   filename.php
   filename\.php
   filename.*\.php
   /var/www/example.com/wp-content/plugins/plugin-x/filename.php

   I have disc basic mode enabled, and all the other cache methods turned off.

   How do you turn on, setup and configure fragment caching method in .09

   In this release there is basically a drop in replacement for WP Super Cache's method. More information in the plugin's FAQ. Plugins cannot be excluded as such. Fragment caching allows for PHP code to be executed dynamically leaving the rest of a page static (and cached).
