    Is it possible to use User Role Editor to remove the top admin bar (visible from public pages) for a specific user role that is logged in?

    No. This feature isn't managed by user capabilities.
    There is an option in user profile to hide/show admin bar from front-end.
    There are some plugins, e.g.
    http://wordpress.org/extend/plugins/global-admin-bar-hide-or-remove/
    which could help you to get right direction.
