The error occurs when trying to view a media file.

It could probably be solved with something like this: http://www.php.net/manual/en/function.mime-content-type.php#87856

I seems that you are using a php version < 4.3. The last version < 4.3 was released at 06-Sep-2002. Why you are using such an old version of php? If you are using a newer php version than it's a bug.

I'm getting the same error message, specifically:

Fatal error: Call to undefined function mime_content_type() in /home/comp/public_html/wp-content/plugins/user-access-manager/class/UserAccessManager.class.php on line 1588

I'm running PHP 5.2.12. It disappears when I set "lock files" to no. (I'm also running wordpress 3).

Very strange, I have removed this function. Now a build in wordpress function tells the content type.
