It would be nice to have a button where a div can be inserted around selected text, and various stylings (such as a border or padding) can be applied to the div using a popup dialog, similar to what can be done for tables.

Using P tags to style text usually works a lot better than using generic DIV tags and any CSS styles can be added to them by using the Style popup.

That may apply in some cases, but not others. Sometimes generic DIVs are what are called for.
