Looking at the minimal documentation, it states:
Check the permissions on the plugin directory comicpress-companion/custom
There was no such directory, so, I added it and gave it world write perms. (which I wouldn't normally do)
No luck. Same error.

you're looking to set a directory here:
wp-content/uploads/css
and set that directory to be read/writable by the php
