The plugin is free, and you do need an account to use the Hello Bar. You can sign up for a free account here: http://www.hellobar.com/#signup
Once you have an account, you can create Hello Bars and use the WordPress plugin to embed your code snippet on your blog.

Too few clicks with the few version. In addition, and probably I’m missing something, I don’t see any reason to pay a subscription for an script like this.
Obviously I prefer self hosted solutions.

The http://www.hellobar.com app is really aimed at those folks who aren’t comfortable with editing HTML and JavaScript when they need to change a message. It has a lot of neat features like split-testing (A/B/C testing), anayltics and options for easily enabling and disabling the bar.

Well, I confess that I’m one of those not comfortable editing code in WP. 😉
In addition, I have several plugins in my arsenal (that allow the insertion of any kind of code from within WP admin panel) but none of them are so elegant as hellobar. I specially like the option to show/hide the toolbar, change the size to fit and, of course, split testing is also useful. I dream with a self hosting ad rotating solution to know which ads perform better.
Are you going into that?. If so, how can follow your steps?. Can I subscribe somewhere?
