If you cannot use the plugin without signing up for a paid account AND the plugins page at http://wordpress.org/extend/plugins/oa-social-login/ doesn't mention this, please feel free to contact plugins [at] wordpress.org with all of the relevant details and someone will have a look at it.
Whilst it is not against WPORG plugin guidelines to offer free plugins that connect to paid services, this situation should be made clear on the plugin's page here.
