[plugin : Site creation wizard]Didn't get option "Create New Site"

    After Setting multisite on wordpress3.1, When I am installing plugin “Site Creation wizard” not getting option “create new Site” . I am just getting option “Site Creation Wizard” in tools menu. What is the reason???
