[Plugin: Site Creation Wizard] Pre configuration question

I am trying to create a multisite whereby users can select “give me a site” at registration. The site that will be created will be very simple for the new user and already be templated with activated plug ins and features. It sounds like your plug-in. Each user will only be given one site (the one at registration). We want to disable the option for them to create more sites. Will the site creation wizard work the way I’ve described?
