One of my wordpress sites is made up almost entirely of pages, not posts. I had to create one post with a tag to get "Tags (Simple Tags)" feature in the edit-page box to work. Then, when I created my new pages (not posts) I entered tags.
Now, when I go to the "Posts->Manage Tags" section, I only see the one tag I created for the dummy post, not any of the tags that I created for the pages.
Note that the "Posts->Mass Edit Tags" section does show the page tags if I click on the "All Pages" item in the top of that section.
