   My blog has an apostrophe in the title: "Joe's Blog"

   When email notifications are sent to the admin to verify registrations, the Subject of the received email reads: "Joe& # 0 3 9 ;s Blog"
   Please note I have inserted spaces because it otherwise appears in this post as the apostrophe character.
