Could Sabre's functionality be extended to the comment form as well? This way anonymous users would be forced to do the same as they would for registration purposes?

There are already good plugins out there for spam protection of comments, like Akismet or WP Spamfree. In my opinion, there is no interest to add this feature in Sabre.
