I would like to assign a role to only allow a specific person access to the comments made on my blog, and be able to edit and post them. Nothing else.
Can someone explain the exact process I would use to achieve this? Thanks.

If your access requirement is literally "comment editing/posting and nothing else", you may have trouble achieving it. Last I checked, WP also requires post editing capability to edit a comment.
