I have been using 3.1 nightly builds and Role Scoper 1.3.27 - I noticed in the last few days that the Categories link disappeared for some users. I had created them as WP Subscriber level users, then added them to a Role Scoper group that had a single category assigned with Post Editor and Category Manager. I can go in and manage posts but the Categories link under it is gone. I tried it with the new 3.1 release today , same issue.
