[Plugin: Remove Title Attributes] change the title

Hi,
I wonder if you know of a way, using your plugin, or other plugin, or coding it, to display the description of a category on the hover of its link.
I found this site where they discuss about this problem on the comments, but solutions seem a bit complex to me, like stepping into wp-includes folder, which I rather don’t do, given i’m not very confident on the effects. My problem anyway comes because i want to have the title of the category on one language, and I’ll like to display the name of the category on English on the title coming when hovering the link.
And a little complication of the situation, is that there are few posts that are categorize under two categories, so when they are published, on a well done way, both categories’ titles should be displayed as if would be using <?php the_category(‘, ‘) ?>, but on the hover instead of the text “view all posts on category-name-on-other-language” I’d like to see “the-name-of-the-category-in-english”, which has been added on the category slug, and the category description to make it easier, or what I’ve think is easier.
Anyway…
any help on this will be much much appreciated!
