[Plugin: Redirection] Redirect plus build new site

I’m not yet technically expert with WordPress, although have built one new site from scratch.
For another site I have a domain x which is set up with no content but has a redirect to a full website (not WordPress) at domain y.
I want to build a replacement full website in WordPress using Woo Themes Canvas theme, and locate it at domain x, whilst still having the redirect to y during the build. Can I use this plugin to achieve this? Would I build at x and place a redirect on the new website Home page, and build all the other pages “behind the scenes”. If I do this can I later delete the Home Page which does the redirection and make one of my “behind the scenes” pages the new Home Page?. Or is there a better way? – I know about XAMPP and local development but I’m hoping I can avoid that hassle – or do you think that would be more sensible? (At the project end the domain/website at y becomes redundant).
