   It says the CSS is inactive and doesn't apply any changes I make to it. The length of the quotes go to far beyond the size of my sidebar widget area.

   Me too...

   Have tried modifying the plugin CSS and adding it to the theme css. Also used !Important but no luck.

   I would suggest changing the theme css - you'll need to style the right output though.

   For instance:
   

   .quotescollection_randomquote cite, .quotescollection_author {
   color:#c85e31;
   padding: 0;
   margin-top: 10px;
   }

   is what I have used in my theme CSS file.
