   I can not get the short code to work

   From the plugin description is says to use:
   "[posts-by-tag tags = "tag1, tag2"][/posts-by-tag]"

   That only displays
   "[/posts-by-tag]"

   on my page.

   What am I doing wrong?

   yes. I have this problem too. I delete [/posts-by-tag] and remain [posts-by-tag tags = "tag1, tag2"]. it work!
   but another question:
   in use short code in post, it's possible to show excerpt or thumb?

   I find my answer:
   use this:
   [posts-by-tag tags = "tag1, tag2" number = "5" excerpt = "true" thumbnail = "false" order_by = "date" order = "desc" author = "false"][/posts-by-tag]
